In the EU, substances with carcinogenic, mutagenic or reprotoxic properties (CMR substances) should normally have a harmonised classification. At the moment, about 1 400 substances (including substances of unknown or variable composition, complex reaction products or biological materials (UVCB)) and 23 groups of substances (group entries) have a harmonised classification and labelling (CLH) for CMR and are listed in Annex VI to the CLP Regulation. This report has two aims. Firstly, to see the extent to which registrants and notifiers have classified CMR substances in line with the harmonised classification included in Annex VI (part A) and secondly to see which substances on the EU market are classified for CMR properties by at least some notifiers or registrants but do not currently have a harmonised classification.
This report investigates the classification and regulation of Carcinogenic, Mutagenic, or Reprotoxic (CMR) substances within the European Union. The report aims to assess the extent to which registrants and notifiers adhere to the harmonised classification for CMR substances as listed in Annex VI of the CLP Regulation. It also seeks to identify substances that are classified for CMR properties by some entities but currently lack a harmonised classification, highlighting potential gaps in regulatory alignment.
This report serves as a technical assessment for regulatory bodies and industry stakeholders involved in chemical safety within the European Union. Its focus is on the practical application of classification rules for hazardous substances, providing data to inform compliance efforts and regulatory updates. The analysis is expected to be of interest to those working in chemical registration, risk assessment, and regulatory affairs, offering insights into the current state of CMR substance classification and potential areas for further regulatory attention.
