Excerpt from History of Council, 1895-1916 The constitution conferred powers to found and maintain schools. To support or subsidise schools not founded by the Council, to support or assist technical or night schools, endow bursaries, and, generally, to further education within the area of its Operations. Very full administrative powers were delegated to thi body. A finance committee was also appointed at this time.
