The proceedings of this 1999 International Free Electron Laser Conference cover the latest research and developments in this wide ranging field. It includes FEL theory, FELs at linear accelerators and storage rings, SASE FELs, experiments at and with FELs, electron accelerator issues relevant for FELs, and photon beam diagnostics. The large spectrum of high-quality contributions and the good balance among theoretical work, experimental progress, new ideas and new projects underway, indicates that the R&D on FELs is indeed in a good shape and promises continuous progress in the future.
