Excerpt from Land Policy Circular: March 1938 The area selected for study consisted of the States of South Carolina, Georgia and Alabama. In this area, the practice of combining farming With industrial employment was of long enough standing to furnish varied examples, conditions were relatively homogeneous, and the relief load was at least as heavy as the aver age for the country. Examination of the types of industrial employ ment indicated it should be divided into five sub-regions, in each of Which a different type of industry predominated.
