D., professor of international law at Harvard University. It covers topics upon which opinion has been changing, particularly since 1910 and which have been the subject of discussion by the War College Class of 1935. The method followed has been to propound situations for consideration by the officers, members of the class, and after critical discussion to organize the material for publication. The conclusions reached are in no way authoritative but the notes afford a convenient survey of materials relating to the subjects presented in the situations.
