Not illustrated. 1919 Excerpt:...Government of Mexico adopts them in order to regulate its conduct in the cases which present themselves in consequence of the present war, and the civil and military authorities are to subject themselves to these dispositions. If any doubt or difficulty should occur, they may inquire at the Secretary's office under which they come for precise instructions or explanation. It is well to know that the term "territorial waters" of a nation means those that wash its shores and an additional distance of three nautical miles from the shore, reckoned from the lowest tide. In these territorial waters the nation ought to exercise p 11 the rights inherent in its sovereignty according to the specifications in this circular. It is necessary to reiterate definitely that the duties of a neutral State (as Mexico is in the present war) may be condensed into throe principles: (1) To oppose every act of hostility which one belligerent undertakes against the other within the neutral territory. (2) To abstain from every act which might hamper the military operations of one belligerent against the other (when outside the neutral territory).
