Has the 1986 Immigration Reform and Control Act (IRCA) been successful in reducing the flow of undocumented immigrants to the United States? Urban Institute and RAND analysts under the joint Program for Research on Immigration Policy, and other immigration experts from the U.S. Department of Labor, The Carnegie Endowment for International Peace, and academia answer this question by addressing IRCA's implementation and impact.
