Senegal emerged from colonialism with a positive potential for growth. If it is already difficult to analyze why countries experience dynamic growth, it is even more so to show how the opposite occurred. Precisely such an analysis has been undertaken in this book. This study demonstrates how early promise turned into lost opportunities and how the country came to rely on aid instead of investment. The authors demonstrate the importance of a functioning financial sector which, in Senegal, degenerated, rather than grew in line with development expectations and needs. Drawing on their analysis, they make a number of policy recommendations, demonstrating that all is not yet lost for Senegal, but that some radical adjustments need to and can be made.
