The development and implementation of an appropriate infrastructure to support the successful introduction of nuclear power and its safe, secure, peaceful and efficient application is an issue of central concern, especially for countries that are considering and planning their first nuclear power plant. There are several activities that need to be completed, which can be split into three progressive phases of development: making a knowledgeable commitment to a nuclear program; inviting bids for the first nuclear power plant; and commissioning and operating the first plant. In order to assist with the best use of resources, a description of the conditions which would be expected to be achieved by the end of each phase is provided. The term "milestones" refers to the conditions necessary to demonstrate that the phase has been successfully completed.--Publisher's description.
The challenge of verifying nuclear material safeguards is examined in this international symposium. This volume presents the proceedings of a symposium held in Vienna in October 2006, focusing on the critical issues surrounding verification in the context of international safeguards for nuclear materials. It addresses the infrastructure, activities, and milestones necessary for countries embarking on or managing nuclear power programs, particularly concerning the safe, secure, and peaceful application of nuclear technology. The discussions aim to provide a framework for understanding the conditions required at different stages of nuclear program development, from initial commitment to plant operation.
The proceedings of this symposium offer a detailed examination of the complex challenges in verifying international nuclear safeguards. The collected papers likely provide a comprehensive overview of the technical, procedural, and infrastructural requirements for ensuring the safe and secure use of nuclear materials. This volume serves as a valuable resource for policymakers, scientists, and engineers involved in nuclear energy programs and international regulatory bodies, offering insights into best practices and future directions in safeguard verification.
