How can the European Union affect the reform of the economic and welfare policies of its member states? What difference do the EU's mix of 'hard law' and 'soft law' instruments make? What constrains domestic adaptation to such policies? These general questions are explored in an innovative case study of one of the most recalcitrant member states of the EU: Greece. Why has Greece encountered so much difficulty in adapting to core EU policies, as well as the Lisbon 2000 programme? Based on extensive empirical investigation, the book explores three highly sensitive policy agendas: pensions; the labour market; and, privatization. It analyses the conflicts over policy and process and considers how well the conceptual frames of Europeanization and of 'varieties of capitalism' explain the constraints on reform. It highlights key systematic features affecting interests and representation. These are far more consequential factors than personalities or even party. Greece faces a long-term problem of governance.
This book investigates the extent to which the European Union can influence the reform of economic and welfare policies within its member states, particularly focusing on the constraints that limit domestic adaptation to EU directives. It examines the effectiveness of the EU's 'hard law' and 'soft law' instruments through an in-depth case study of Greece, a nation known for its resistance to EU policy integration. The analysis delves into why Greece has struggled to adapt to core EU policies and the Lisbon 2000 programme, exploring sensitive policy areas such as pensions, the labor market, and privatization. The book ultimately argues that systematic features affecting interests and representation, rather than personalities or parties, are the primary drivers of these persistent governance challenges.
The book is recognized for its rigorous empirical investigation into the complexities of Europeanization, particularly within a challenging member state like Greece. It offers a detailed account of policy adaptation struggles in critical areas such as pensions, labor markets, and privatization. The analysis is noted for its focus on systemic factors over individual actors, providing a nuanced understanding of governance constraints. The work is considered a significant contribution to the study of EU policy impact and domestic reform dynamics.
